I'm taking this back to my bundle's queue... I can resolve this particular error by not adding [MetaConfig] twice to the plugin configs. Broader discussion of CPAN::Meta::Merge semantics is happening at https://github.com/Perl-Toolchain-Gang/CPAN-Meta/issues/74#

fixed in 0.078 by removing duplicate [MetaConfig] in tests. We may run into more interesting meta merge issues, but we'll have to take those one at a time...
