JSON.pm only selects between the JSON::PP and JSON::XS backends. Many installs no longer use JSON::XS, for various reasons, and instead use Cpanel::JSON::XS -- JSON::MaybeXS was written to seamlessly select between all three (and with a much cleaner and up to date compatibility layer).
