And if we move also c:\dmake.exe to perl\dmake.exe then it will be safe to simply delete the whole "c" directory - I have seen this with perl included in XAMPP (they took portable strawberry and simply drop "c" directory which means that all extlib dlls are missing and modules like Net::SSLeay simply will not load)
