Subject: new kwalitee metric: contains IRC metadata
IRC information is now displayed by metacpan: https://github.com/CPAN-API/metacpan-web/issues/1235 so it would be great to encourage authors to set this data, by having an 'extra' metric that checked for it.

Encouraging people to add some metadata is nice, but I don't think this is worth adding a metric because it's too trivial and only valid for small percent of distributions or people. Not every distribution requires to have an IRC channel to discuss, and not everyone uses IRC. Such metric detracts from overall CPANTS usefulness because people get used to ignore metrics. I keep this open but I don't think I'll add this until I add some new category for something so trivial or too new for almost all distribution to pass (but solid enough not to be called 'experimental').
