Subject: CLI for Encode::Guess?
Encode::Guess looks like an awesome way to detect file encodings. Could we write a basic command line interface for this, so that non-Perl users can benefit from it?

I've written this wrapper and will be submitting a pull request soon. Sorry, if I'm not following a proper workflow. This is the first time I've interacted with rt.cpan.org.
