Subject: EOLTests silently fails if Test::EOL is not installed
An author/release test should not (almost) silently fail if one of the runtime dependency (in this case, Test::EOL) is not installed. Instead it should stop the release process. Note that this issue is fixed in the fork Dist::Zilla::Plugin::Test::EOL since April 2012. -- Olivier Mengué - http://perlresume.org/DOLMEN
