It's listed as a test prereq but not a runtime prereq, which I think it should be.

It's intentionally not included as one, because it's quite possible to build a dist and not have to run the test that it produces. Instead it injects a develop prereq on TCN into the dist it builds. It's a test prereq because it runs the test it produces, as part of a sanity check.
