Subject: Allowable failures
It would be nice to be able to mark certain files as being allowable failures. This is not quite the same as a TODO test. I want the test to be recorded as a failure. But I want CPAN clients to still install the release without needing to be forced. This is probably a biggish wish with changes being needed across the entire CPAN toolchain.

This comes up from time to time, we should have a FAQ about it. The first question to ask is this: what problem are you trying to solve? What feedback are you looking for from the "failed" tests?
