Subject: Failing to install due to unmet dependencies
After running perl Makefile.PL the MYMETA.* files are generated without the expected runtime dependencies, so the tests fail due to uninstalled dependencies. Having said that I note that dynamic_config is false which I thought meant to use the META.* files and ignore the MYMETA.* files. Either way there is widespread failure of 0.026 on CPAN Testing
