What version of IO::Socket::IP? If it's 0.30 you're being hit by https://rt.cpan.org/Ticket/Display.html?id=97050 -- Paul Evans

That would be the reason. Thanks, after downgrading IO::Socket::IP the latest IO::Socket::SSL tests and installs successfully.
