Just trying to come up to speed with CPAN testing.

I am running on strawberry perl 5.18.2 x64-multi-thread.
cpanm CPAN::Reporter::Smoker and Task::CPAN::Reporter installed without
issue.
when installing CPAN::Reporter::Smoker::Safer I get the following:
