Subject: Tokenizer Bug: C< $max << 16 > is not a here-doc
<< is (falsely) pretty much always assumed to be a here-doc. We need to check (just heuristically will do for now) to see if it is a bit shift. Bit shifts should be followed by either a number or possibly a scalar, whereas heredocs will have a word character or quote after them.
