Subject: Stop installing .in files
Many RT extensions use Module::Install::Substitute which leaves behind .in files, but those shouldn't get installed http://issues.bestpractical.com/Ticket/Display.html?id=29873 has an example of RTIR doing it wrong. I'm not sure what we can set to get something shipping but not installed.
