Test suite fails if LC_ALL or LANG is set to a German locale (e.g. de_DE.ISO8859-1 or de_DE.UTF-8). Seen on FreeBSD and Linux systems. The test suite works fine with a C locale on these systems. Maybe this is a variation of https://rt.cpan.org/Ticket/Display.html?id=84499 , I did not check.
