Bug #94909 for Filter-Include: Filter-Include fails to install on Windows 7

I am attempting to install Filter-Include on Windows 7 x64. I am running ActiveState Perl 5, version 16, subversion 3 (v5.16.3) built for MSWin32-x86-multi-thread. I have tried this on several different computers running Windows 7, and this fails on all of them. I do not know if it runs on other versions of windows or not.
