Subject: Does it really need to test pod coverage?
I think the pod coverage will be the same on your computer as on anyone else's, so only the author needs to test for pod coverage. Maybe make that author-only test? Also the dependence on Test::POD::Coverage shouldn't be necessary. Thanks.

Correct, these tests should be in xt/ and only run for the author. It has happened in the past that the pod parser in core has changed and pod tests start failing, which makes the distribution uninstallable using that newer version of perl.
