Makefile.PL of Config-FileManager is setting PREREQ_FATAL. This has the side-effect that automatic prerequisite installation e.g. with CPAN.pm does not work. Please read also the documentation on this topic https://metacpan.org/pod/ExtUtils::MakeMaker#PREREQ_FATAL
