Subject: Wrong "No Build or Makefile found" error
Test::CheckChanges::ok_changes parses existing Makefile for /VERSION = / to get the current version. If the version is not found the wrong error message: No Build or Makefile found is printed, instead of "Missing VERSION in Makefile". 2nd: the diag message has a typo: ok 1 - CheckChages 2.001 Makefile => Test::CheckChanges
