Hi Martin,
The abstract for your module doesn't follow the usual conventions, which means that various tools won't find the abstract. For example this means MetaCPAN won't present your module in the usual way.
Your abstract is:
=head1 TITLE
Encode::TECkit - TECkit Encode interface
This just needs TITLE changing to NAME:
=head1 NAME
Encode::TECkit - TECkit Encode interface
