Your module doesn't have an abstract in the usual pod format. As a result it doesn't get presented in the usual way in MetaCPAN, and other tools can't fully process your module.
The first section of the pod should be something like:
=head1 NAME
Sys::MemInfo - query the total free and used physical memory
I'd be happy to do a release of your module, and try to deal with some of the outstanding issues, if you give me co-maint permissions on PAUSE. My PAUSE id is NEILB.
