Subject: impossible to unpack on Windows
This distribution contains both CrlPublish/ and crlpublish, so it impossible to unpack on Windows. Best solution is to move modules to standard lib/directory. -- Alexandr Ciornii, http://chorny.net

crlpublish script moved to bin/ subdirectory so that the package unpackages on Windows hosts and others with case insensitive filesystems. Fix is in latest github.com/kcodyjr/ejbca-crlpublish and will be in the next CPAN release, most likely 0.70.
