Subject: suggests metadata being mapped to x_suggests
For some reason the SUGGESTS data in Makefile.PL is being copied into meta.json as

`x_suggests`, which CPAN::Meta tooling doesn't know to look for, and I suspect the intended location was runtime.suggests
