Your module's abstract in the pod is:

Instead it should be:
=head1 NAME
Data::Rlist - A lightweight data language for Perl and C++
search.cpan.org and MetaCPAN can't find your abstract as a result, and thus don't present your module in the usual way. Other tools will probably be affected.
