This one is harmless. We don't declare a perl requirement because RT declares one for us, but because I'm curious, I declared one here. Show quoted text

No idea why we generated README but didn't check it in. I've checked it in so it shows up on GitHub. Fixed in 0.03 which is on CPAN.
