It was actually me, in https://github.com/Perl-Toolchain-Gang/CPAN-Meta/pull/47. sorry about that!
The URL CPAN::Meta uses has been reverted back to search.cpan.org, so the tests no longer fail. This module's tests should still be adjusted to not hard code a particular URL though.

Or accept both possible URLs.
