Both versions of Text::German quite clearly have copyright attributions, However there is no License granted on any of the files. These files are closed source. I am not sure that CPAN is in any way legally entitled to distribute these files.

I removed the misleading (automatically generated) copyright statements in the source files and added a "same terms as perl itself" statement in the README. Hope that is sufficient, Ulrich
