This version of the code has the "user exists check" I previously requested and also added a new AuthCookieDBIReason ENV
var with some error text so a CGI program can read the ENV var and use it.
It is a rough draft and probably needs smarter values for the error messages.
The idea is, if a user is not active vs bad credentials vs no such user, the CGI program can read the ENV var and
display an appropriate error message.
