If I try to install things from the cpan(1) command line, and some module
being installed (either directly or as a dependency) is subject to a
"goto" distropref that downgrades it, then cpan(1) ultimately exits with
a failure status (1), even if everything actually installed correctly.
In my case that convinces a build script that something failed, aborting
a build that was otherwise working. This is CPAN-2.00 on Perl 5.18.2.
