Subject: Makefile.PL incorretly detects version of Windows
In Russian Windows output of `ver` is "Microsoft Windows XP [Версия 5.1.2600]". You should use Win32 to detect version of Windows. To ensure its availability on old perls use CONFIGURE_REQUIRES. -- Alexandr Ciornii, http://chorny.net

Alex, Attached, find an updated version. Can you please test this version to see if it performs properly.
