Here is a patch that seems to work (at least tests pass :) ).

Apache::GeoIP needs a maintainer. I have a Github repo at https://github.com/briandfoy/Apache-GeoIP with the patch applied, but I don't have mod_perl installed so I can't run the Makefile.PL to create the distro. I made a stripped down Makefile.PL just so I could run `make dist`, but I didn't test it. If you'd like to take over the module, even to make a single release, send a message to modules@perl.org and one of us will make you a maintainer.
