Subject: Feature request phase=configure+build+runtime seems a more useful default.
Why? Because as an end user, if a module contains non-core test dependencies, I can just skip running the tests. If a module contains non-core configure/build dependencies I'm (potentially) stuck. (Of course if it's pure Perl then I have the option of copying the files into my @INC manually, and hopefully working out where any sharedir files are supposed to go.)
I'm afraid this goes against the primary usecase of this module, which is to package dual-life modules that cannot have any non-core dependencies, tests included. Also, to remove a phase from being checked could silently change existing behaviour for the worse (something being checked stops being checked), which would be bad. However, I notice that I'm not checking the configure and build phases, which I really ought to, so this isn't really a rejection of your ticket but a bastardization of it ;)
