Why?
Because as an end user, if a module contains non-core test dependencies, I can just skip running the tests.
If a module contains non-core configure/build dependencies I'm (potentially) stuck. (Of course if it's pure Perl then I have the option of copying the files into my @INC manually, and hopefully working out where any sharedir files are supposed to go.)
