Subject: PDL missing from CONFIGURE_REQUIRES
Newer ExtUtils::MakeMaker need to have CONFIGURE_REQUIRES specified or else the perl Makefile.PL step will fail.  As is, the CPAN Testers reports show almost all UNKNOWN.
