Subject: 'parent' prereq missing from META.{yml,json}
Because META.yml is checked into the repository, this is used instead of the information in Makefile.PL when the dist is built. This means that toolchains not supporting MYMETA fail to install it, which breaks on perl 5.8, since it has neither MYMETA support nor parent.pm.

Fixed in Test-Harness 3.30, by no longer relying on parent.pm Leon
