Subject: Does not install on pre-configure_requires CPAN.pm due to t/00-check-deps.t failures
t/00-check-deps.t includes a check for the kinda-optional Module::Build::Tiny, thus failing Dist::Zilla::Plugin::MakeMaker::Fallback / Makefile.PL based installation.

What dist were you installing when you ran into this problem?

As per IRC it was GetOpt::Long::Descriptive. But (also as per IRC) this is a symptom of a deeper problem that is not limited to older perls. Hence I would delay action on this ticket until the Reality<->Spec discrepancy is clarified. For instance if there is toolchain-gang consensus on dropping halt_on_failure=0 support toolchain-wide - this issue may become moot.
