Looks like the missing dependency is actually WWW::Mechanize (which uses HTML::Form). It's used by the tests but not by anything in lib/, so Dist::Zilla didn't pick it up.

Fixed in the master branch at https://github.com/amb43790/Devel-hdb It'll be part of the next release. Thanks for submitting the bug.
