Subject: inject a perl dependency when depending on non-dual-life modules
As in https://rt.cpan.org/Ticket/Display.html?id=89180, dependencies (in metadata) on specific versions of non-dual-life modules should translate into minimum perl versions. When Module::CoreList has the necessary API, I'm happy to supply a patch. (And are you even alive, APOCAL? I've tried to ping you several times this year to no avail. We miss you!)

The code wouldn't be as simple as I'd like (there's still a MCL interface missing, which is still on my core tuit list), but it's possible now, so I'll write up a patch.
