Subject: Module::Install::AuthorTests unnecessarily listed as test requirement
Makefile.PL has Module::Install::AuthorTests as a test requirement, but it is packaged with the dist. It also doesn't appear to even be used. It also packages Test::Base and its prerequisites, but doesn't use Test::Base either.

This currently breaks a lot of things upstream, because Module::Install is currently failing tests due to a change in encodings in YAML files. It would be great to see this fixed.
