Subject: new metric: malformed $VERSIONs
$VERSION declarations in a module should pass version::is_lax. Otherwise, hilarity can ensue... for some failing examples, see any dist by https://metacpan.org/author/PIP and for why this is useful to have as a metric (as a way to highlight its importance to the author), see https://rt.cpan.org/Ticket/Display.html?id=60275
