Subject: PASS even though a build_requires is missing
http://www.cpantesters.org/cpan/report/33150510 Is this report rated correctly? It got a PASS even though the build_requires Test::Kwalitee is not satisfied? Sure, it's weird that the build_requires is specified and then the test itself skips when the prereq is not met. But this is not the point I want to make, I do believe that CPAN::Reporter was not allowed to give a PASS on this one. Right?

We always send PASS even if *any* prereq isn't satisfied. (Because the tests ran in a way that would not prevent installation. We're not saying the module would work, we're saying the tests passed.) We always drop FAIL if *any* prereq isn't satisfied. I think we send NA, but drop UNKNOWN, but I'd have to check to code to be sure.
