Subject: add a Changes file
cpan recent showed an updated version of Shell::Cmd, but there's no way to tell what changed, because there's no Changes file and the previous versions were deleted, so can't even use the cpan diff tool to look at differences.

My bad. I confused this with the similarly named Shell::Command.
