The shebang line of your git-pr is based on env. This is unfortunate because MakeMaker only fixes shebang lines based on perl. There is a ticket underway to fix MakeMaker instead ( https://github.com/Perl-Toolchain-Gang/ExtUtils-MakeMaker/issues/58 )
Just in case you come near that line, you may want to change it.
