The specification does specify encoding of the Changes file.
It looks like the current specification expects ASCII (or a superset), but that is not enough for some needs. For example, CPAN authors may want to credit contributors with their full Unicode name.
UTF-8 is already quite popular in practice, so that would be a good choice.
An impact of accepting Unicode is that the specification will have to be more precise on the definition of "Whitespace" and "Line".
