Not a bug -- Andy asked me to note this in RT from an IM conversation.
Oh, while I remember -- a couple of references that might be appropriate for the Test::Harness docs. The dejagnu suite talks a bit about POSIX test requirements here http://www.cs.utah.edu/dept/old/texinfo/dejagnu/dejagnu_1.html#SEC5 and here http://www.cs.utah.edu/dept/old/texinfo/dejagnu/dejagnu_2.html#SEC8 which is close (but not identical) to what Test::Harness and prove(1) do.
