As far as I can see, the only place that mentions the LGPL is
perl-ExtUtils-Depends.spec.in; all other relevant files seem to say
"same as perl", most importantly this is the case for
lib/ExtUtils/Depends.pm. So I think the statement in
perl-ExtUtils-Depends.spec.in is a typo and should be changed.
