Thanks for reporting. I use Dist::Zilla to make an build, and it builds the Makefile.PL automatically. (You can find the appropriate ticket at Dist::Zilla github project page). The actual problem is in EU::MM; I modified the minimal required version EU::MM for the current stable version, which should work fine. Thanks for the guys at #distzilla. Closing.
