Parse::CPAN::Meta is not a direct dependency, but a dependency of CPAN::Meta. If the former doesn't get installed along with the latter, that's probably an issue in your cpan client setup. If that's CPAN.pm with build_requires_install_policy=no then I'd recommend an upgrade or setting it to yes, otherwise I have no idea how to fix it. Closing this bug, as the bug is somewhere else.
