Doesn't install

Ubuntu precise installation (but there are a lot of similar install failures on cpantesters marked UNKNOWN. Installation fails immediately with: Can't write README.md at /home/gshank/.cpanm/work/1376503113.32015/Text-RecordParser-v1.6.3/_build/lib/TRP/Builder.pm line 20. gshank@gshank-ubuntu:~/.cpanm/work/1376503113.32015/Text-RecordParser-v1.6.3$ make /usr/bin/perl Build --makefile_env_macros 1 Building Text-RecordParser Can't write README.md at /home/gshank/.cpanm/work/1376503113.32015/Text-RecordParser-v1.6.3/_build/lib/TRP/Builder.pm line 20. make: *** [all] Error 13 This makes the package totally uninstallable.
