Add two new TLVs, UsVendorSpecific (24.43) and DsVendorSpecific (25.43). Use case for UsVendorSpecific is, for example, Cisco MPLS VPN service flow mapping.

This should be possible with the new API in version 0.65, using encode_docsis() and decode_docsis(). Please test the functions and report back on github with a sample config, if the functions does not work. https://github.com/jhthorsen/docsis-configfile/issues
