Subject: Devel::CheckLib docs need to be updated for Makefile.PL usage

Now that the use-devel-checklib script is deprecated, the
documentation on how to use Devel::CheckLib in Makefile.PL
or Build.PL needs to be in the Devel::CheckLib docs and
not in the use-devel-checklib script.

Also, I recommend adding the versions of EU::MM and M::B
that support the needed configuration option.
