Subject: distribution not appearing on MetaCPAN
https://metacpan.org/release/Dist-Zilla-Plugin "The resource you requested could not be found." Is there maybe a problem with the distribution's metadata? In any event I've also raised a MetaCPAN issue: https://github.com/CPAN-API/metacpan-web/issues/880

This explains part of the problem. I see that the newly-named distribution also has a Dist::Zilla::Plugin:: KwaliteeTests module marked as deprecated, i.e. two different available distributions are trying to write to the same module. This could be why MetaCPAN is having such trouble with the distribution of the old name, and indeed why it won't let anyone look at the old module in the new distribution. In addition to this, various tools in the toolchain are struggling with the situation: $ cpanm Dist::Zilla::Plugin::KwaliteeTests ! Finding Dist::Zilla::Plugin::KwaliteeTests on cpanmetadb failed. ...and dzil with the PrereqsClean plugin in use: [PrereqsClean] {Pass 2.1: Modules} ??? MetaCPAN can't even find module Dist::Zilla::Plugin::KwaliteeTests! I wonder whether the following course of action would fix everything up for everyone: 1. Remove the ::KwaliteeTests module from the -Test-Kwalitee distro. 2. Update the ::KwaliteeTests module in the old distro with the one from the new distro. 3. Make the new distro a dependency of the old distro. 4. Please "DEPRECATED" notices in the documentation of the old distro. 5. Re-release the old distro.

Actually, perhaps just removing the old distribution from CPAN altogether would fix the problem since then there'd be only one definition of the old module, and it would be the "correct" old definition, and it would probably be searchable on MetaCPAN again.
